Ponte Vista is one of the most significant events in San Pedro's history. It will give us a chance to revive our town and redefine San Pedro. We need to use some COMMON SENSE in finding a number of new housing units which provides for the highest and best use of the land.

"Above the fold" is a graphic design myth that refers to the location of an unimportant news story or a visually bland photograph on the upper half of the front page of a newspaper. Most papers are delivered and displayed to customers folded up, meaning that only the top half of the front page is visible. Thus, an item that is "above the fold" may be one that the editors hope will fool people into thinking it is something worthwhile and then they will buy the paper. Alternatively, it reflects a decision, on the part of the editors, that the article is best they can do on a slow news day.
The term can be used more generally to refer to anything that is a red herring.

"Above the fold" does, in fact, refer to articles that are considered in the editor's opinion to be likely to boost sales because of either their inmportance or local interest. I don't know that you could legitimately apply the term "red herring" to all front page content, but it sounds like you have some kind of bias against newspapers in general.
Tom, can we get back to Ponte Vista? I don't think the issue is dead by a long shot. Now the real negotiating will begin. Bisno has not given up and by taking a hard line on R-1 both camps are operating from a position of strength. So let's get back to whats A) likely and B) desireable development on the parcel. What do people really want, besides reasonable traffic on Western?
